Programs for Local Government

TME has been working with Local Government for over 10 years. We understand the peculiar requirements of Council operations, and work with you to design programs to suit your objectives, not ours. TME has the following short courses and qualifications tailored for Councils. 

Short Courses

HAZARDOUS SUBSTANCES,DANGEROUS GOODS AND SPILL RESPONSE

This one-day course informs participants of the WHs risks posed by working with“Hazardous Substances” or dangerous goods. Certain Council employees comeinto contact with these substances every day, as well as needing to be aware of actions to take in the event of a spill. The program clarifies the distinction between whatis a Hazardous Substance” and what is a“Dangerous Good”and provides advice(within your existing Council policies and procedures) about the proper way to deal with these items. The course covers:

  • Basic legislation and understanding signage
  • What we need to knowabout them and where to find the informatior
  • How to use Safety Data Sheets effectively
  • Storage, handling and safe use of PPE
  • After completing the course, participants receive a certificate of participation
CHEMICAL HANDLING

AHCSSOOO74 Agricultural Chemical SkillSet
This course aims to raise awareness of the potential hazards and risks associated with pesticide use and to provide practical information with regards to safe chemical handling and application. This course introduces pesticide users to the principles of calibration. Participants will be expected to calibrate a piece of handheld equipment such as a knapsack, drench gun or injectable.

After completing the course participants receive a Statement of Attainment in the following units.

  • AHCCHM3O4 Transportand storechemicals
  • AHCCHM3O7 Prepare and apply chemical to control pest, weeds and diseases
LOAD AND UNLOAD GOOD AND CARGO

This program will give your staff the skills and knowledge to safely load and unload cargo Drivers and others loading vehicles may cause accidents if they do not drive safely whilst driving or towing loads.
The same thing applies if the weight of the cargo is not secured or distributed properly. This can affect the handling of the
vehicle. The course highlights how to correctly store cargo using various tethering methods.

After completing the course participants receive a Statement of Attainment with the following unit

TLID0015 Load and unload goods/cargo

WARM UP FOR WORK AND MANUAL HANDLING

This program will focus on manual handling and will highlight the
following aspects

  • Lifting and lowering
  • Carrying
  • Pushing and pulling
  • Holding
  • Manoeuvring and awkward postures
  • Repetitive tasks
  • Team lifting
    After completing the course participants receive a Statement of
    Attainment with the following unit
    TLIDOO2O Shift materials safely using manual handling methods
MAINTAINING AND DEVELOPING A SAFE WORKPLACE

Safe work practices are an essential part of every council workplace. While the mantra that“safety is everyone’s responsibility” is often heard, it is not always applied.All
Councils have staff dedicated to establishing and maintaining a
safe workenvironments,but this 2-day course can be used tc provide a wider rangeof staff with the skills and knowledgetc recognise and act upon safety issues without needing to call or
wait on theformal process.It is a step above”safety awareness”, and does empower participants to act appropriately
and with initiative.
It includes planning and implementing safety requirements;
informing and training workers on work health safety (WHs)/occupational health and safety(OHS)legislation, codes
of practice and industry standards; and establishing and maintaining proceduresfor assessing and controlling safety risks.It also includes monitoring, adjusting and reporting safety performance,and evaluating the WHs/oHS system and related policies, procedures and programs.

After completing the course participants receive a Statement of Attainment in the following unit
TLlF0024 Develop and maintain a safe workplace

TRAFFIC MANAGEMENT

This program addressesthe skills and knowledge for those
responsible for stopping and starting traffic in temporary traffic
management situations using a stop/slow bat or boom gate.This
program provides Council staff with the necessary skills and
knowledgeto supportthe safe operation of workcrews on
public roads.
After completing the course participants receive a Statement of
Attainment in the following units

  • Rl1WHS205E Control traffic with a stop-slow bat
  • RllWHs302E Implement traffic management plans
WHITE CARD

This is a mandatory Worksafe issued ticket that is required prior to undertaking any construction workin or around Counci property.The unit requires the person to demonstrate personal awareness and knowledge of health and safety legislative requirementsin orderto work safely and preventinjury or harm to self and others

After completing the course participants receive a Statement of Attainment in the following unit

CPCWHS1001Prepare to work safely in the construction industry , Worksafe Victoria issued “White Card’

    SILICA EXPOSURE PREVENTION

    The course outlines the necessary skillstoidentify WHS risks and hazards associated with crystalline silica-containing products, and to plan and implement safe worksystems to reduce exposure within mandated limits

    The main topics covered in the course include:

        • ldentifying products containing crystalline silica
        • Understanding legislation and safety standards
        • The hazards and risks of silica dust exposure
        • Current workplace exposure standards
        • Safety data sheets for silica-containing products
        • The hierarchy of controls for mitigating risks
        • Safe systems for prevention of exposure
        • Participants willfully understand how to recognise workplace risks involvingsilica dust and howto limit those risks through a hierarchy of control measures

    After completing the course participants receive a Statement of Attainment in the following unit

    1O83ONAT Course in Crystalline Silica Exposure Prevention

    CHAINSAW OPERATIONS

    This program will assist in learning the key skills of chainsaw operation and felling small trees.
    It will focus on giving students basic understanding both in knowledge and skills in the safe use of chainsaws and the felling
    of trees correctly and safely in the workplace.

    After completing the course participants receive a Statement of Attainment in the following units

    • AHCMOM213 Operate and maintain chainsaws
    • AHCPCM205 Fellsmalltrees

    Qualifications

    AHC3O722 CERTIFICATE III IN HORTICULTURE

    This qualification can support councilstaff working in the Parks Department with skills and knowledge in the proper care and maintenance of lawns and gardens.It develops skills and knowledge in basic plant and horticulture systems, equipment
    necessaryto support horticulture, and the treatment of weeds and pests likely to befound in the typical environment. Your staff willlearn to:

    • Recognise and treat pest and weed infestation
    • Operate basic machinery and irrigation systems.
    • Apply quality concepts to work by planning and trialling improvements
    • Recognise plants and howto prepare the environment tc support growth
    • Observe conditions of the environment and recognise where remedial action might be required.
    • Plant and prune trees and plant displays
    AHC31021 CERTIFICATE III IN PARKS AND GARDENS

    More and more residents are utilising Council-maintained public gardens to improve their enjoyment of the outdoors.This qualification will allow your staff to maintain parks and gardens
    where they will be able to

    • Be more knowledgeable about the featuresthat set a park or garden apart from the average.
    • Understand and feel better prepared to present their areas of responsibility to all people who encounter their handiwork.
    • Get better information about green assets and can take remedial action earlier
    AHC3O921 CERTIFICATE III IN LANDSCAPE CONSTRUCTION

    This qualification might not appear directly relevant to
    Council operations, but the opportunity to have trained staff who
    can construct local assets should not be overlooked.It covers
    the skills and knowledge relating to landscaping such as
    Constructing paving and retaining walls

    • Irrigation
    • Plant selection and propagation
    • Soil structure and garden bed preparation and planting

    Your staff might either be working in the role now, or
    seeking to develop skills to help your outdoor teams
    improve their capability in these areas. They will;

    • Learn to construct concrete structures and features as
      a component oflandscape project works
    • Know how to construct brick structures and features or
      block structures and features,or both as a component
      of a landscaping project
    • Set out asite for construction worksin accordance with
      site plans and specifications
    • Learn how to install surface and subsurface drainage
      systems
    • Develop skills and knowledge required to assess low and
      sprinkler volume irrigation systems
    BSB4O52O CERTIFICATE IV IN LEADERSHIP AND MANAGEMENT

    Councils need leaders at alllevels of their operations.Too often staff are appointed to these roles without effective training to
    support them, and their only models of behaviour might be from poor examples. The qualification aims to develop current employees into future leaders and specifically addresses the challengesthat a new manager may have when transitioning intc a position of leadership where they have previously been a member of theteam theyarenowexpected to manage.

    BSB4O12O CERTIFICATE IV IN BUSINESS

    This programis aimed at staff in a variety of Business Services job roles.They may have supervisory performance accountabilities
    The selection of units can be made in conjunction with the Local Government qualifications listed below, to fine-tune the skills a department manager willneed across a variety of Council operations.

    BSB5O12O DIPLOMA OF BUSINESS

    This program is primarily aimed at developing positive business leaders at a more senior level than the Certificate Iv in Business. It is a practical hands-on program that developsinnovative
    approaches toachieving business objectives and creatinga positive culture.
    This program works closely with business management to better prepare people and teams for business process management. Our “Developing Positive Business Leaders”program specifically addresses the challenges that a leader has to deal with when managing teams and inspiring people.

    BSB5O42O DIPLOMA OF LEADERSHIP AND MANAGEMENT

    This is another higher-level program for more senior Council Staff,either already performing the role or being developed into future senior leadership material is primarily aimed at developing innovative approaches to leading teams,developing individua capabilities, and delivering on the key result areas of specific
    departments.

    With a deep dive into workplace culture,leadership practices and personal communication skills, this program will develop the skills required for exceptional organisationalleadership within your Council

    BSB3O719 CERTIFICATE III IN WORK HEALTH AND SAFETY

    This program is for staff performing work health and safety (WHS) duties in addition to their main duties.It is a step above “Safety Awareness”, and is suitable for team leaders who have a responsibility to ensure the team follows proper procedures when undertaking their work.It is still more a”follow the rules’ course that requires understanding and compliance rather than
    “creating the rules”.
    Participants may already provide technical advice and support to their team and apply a rangeof competenciesin varied work contexts.

    BSB41419 CERTIFICATE IV IN WORK HEALTH AND SAFETY

    This program is for more specialist Safety Staff in Councils,who have a larger role in both setting standards and processes and ensuring staff are aware of and following them.These staff may
    cover a broad range of technical knowledge and skillarea.
    The qualification suits those working as supervisors,WHS personnel,and workersin other WHS-related roles who manage risks effectively,apply relevant WHS laws,and contribute to WHS within the workplacein known or changing contexts with established parameters.

    LGA3O12O CERTIFICATE III IN LOCAL GOVERNMENT

    This program reflects the role of individuals who apply the skills and knowledge to work in multiskilled operationalroles in local
    government.
    Your staff members willlearn administration and customer service delivery skills relevant to supporting internal and external stakeholders,with electives that will allow them to work in the
    field as well.
    Possible job titles include:

    • Business Support Officer
    • Maintenance Crew Member
    LGA4O12O CERTIFICATE IV IN LOCAL GOVERNMENT

    This program is for more senior staff who apply the broad range of skills and knowledgeto workinlocalgovernment and who typically are responsible for the performance of a small team.
    They work with independence,taking responsibility for their own
    functions and outputs.
    Possible areas of responsibility include include:

    • LocalLaws
    • Maintenance Team
    • Operational Works Supervisor
    • Parking Inspector
    • Ranger
    • Rates

    The elective units selected will allow your staff to specialise their learning so that it is most relevant to their roles.

    Funding:

    • As a quality training provider , TME is able to access State based funding to assist employers to cover the cost of some training. Different courses at tract different amounts from the State which does mean that some programs will vary in cost .
